By the end of May 2008, about eight banks including HSBC and Citibank have established local entities with most headquartered in Shanghai. A few more like JPMorgan have applied for the same. Not all banks deciding to register as a local entity are aiming at retail business. The impact of local incorporation would have far-reaching implications particularly in areas of capital requirements, supervision, transparency and product opportunities. A joint venture with a local financial institution is only useful as an investment to profit from local growth because full decision power will not be obtained with only 20 per cent ownership.
