Walter was never openly critical of the selection system. As an employee of the FA it would have been impossible for him to do so, but he later recalled: I didn’t have the full responsibility of picking my own teams, and I shall never forget the first meeting of a selection committee. The Austrian FA overwhelmingly believed in the principle of giving full responsibility for selection to the man they chose as their team manager. In their view the man chosen should have strong strategic and educational qualities and his authority was recognised without question by the directors of the association. The Swedish FA did use a committee, but it consisted of only a chairman and two members. The French also had a selection board composed of three members who selected the full international, as well as the ‘B’, amateur and the youth teams.
