22 George Padmore and Decolonization from Below Increased racial tension, Kelvin Singh argues, played a major role in the wave of strikes and unrest which swept across Trinidad in 1919. This unrest began among returned soldiers but spread, crucially, to dockworkers in Port of Spain. 30 Padmore’s job in 1919 reporting the shipping news for one of the colony’s most popular daily newspapers, The Trinidad Guardian, placed him at the centre of the unrest that would eventually spread through the colony at the end of 1919.

9 Despite its delayed publication and bans on the book in South and West Africa, it has become one of the most frequently referenced works in descriptions of Padmore, far surpassing its birth as a pamphlet composed in less than a month. Capitalism and imperialism Imperialism, in Padmore’s analysis, provided an outlet for markets and a source of raw materials – the stuff which drove capitalist desire for superprofits. Because of these vested interests, no country would willingly give up its monopoly, and thus wars between capitalist states would inevitably follow.

Palme Dutt, Padmore was committed to strategic thinking and organizing, with an emphasis on educating. But unlike Dutt (who remained staunchly committed to the Soviet line) he moved away from ideological dogmatism and strict allegiance to a party line. He was open to working with those who did not share his opinion in order to attain the larger goal. He thus spoke alongside CPGB stalwarts at Empire Day rallies and affiliated his own organizational activities with several different political parties on the British left, while also speaking at meetings of the paternalistic Aborigines Rights Protection Society and collaborating with the more reform-minded League of Coloured Peoples.
