To make the thrust still clearer Habermas follows with another extract from Weber [38]. In a historical perspective too, the ‘progress’ towards the bureaucratic state, adjudication and administering according to rationally established laws and regulations, is very closely related to modern capitalist development. The modern capitalist enterprise rests (internally) primarily on calculation. It requires for its existence a legal and administrative system whose functioning can be rationally calculated, at least in principle, on the basis of fixed general norms, just like the expected performance of a machine.

[8] For example see in this same series the unsympathetic criticisms of Tom Bottomore in The Frankfurt School (Key Sociologists series), Ellis Horwood, Chichester; Tavistock Publications, London, 1984. [9] Because, as David Hume would have it, ‘all our ideas, or weak perceptions, are derived from our impression or strong perceptions and…[that]…accordingly, whenever any idea is ambiguous he… [the philosopher]…has always recourse to the impression which must render it clear and precise’, David Hume, On Human Nature and the Understanding, ed.

More interesting still, from Habermas’s point of view, are Kohlberg’s six stages in the development of moral consciousness. The first begins with a ‘punishment/ obedience orientation’ and it is socially correlated with an ‘idea of the good and just life’, that is at this level crudely geared only to the maximization of pleasure through simple obedience, and dependent on the social sanction of punishment. The intervening four stages follow a development progess through four more stages of moral development from ‘instrumental hedonism’, to ‘the good by orientation’, the ‘law and order orientation’, and then to a ‘social-contractual legalism’.
